Accessible-surface temperature is both a compliance question and a customer-experience question. A product can meet the applicable requirement and still generate complaints if handles, controls or nearby counters become unexpectedly hot in normal use.
What the evidence can support
Assessment depends on the applicable standard, surface material, accessibility, operating condition and permitted temperature rise above ambient. The result must therefore include location and method. Retailers may also impose specifications or warning requirements beyond the legal baseline.
A repeatable way to compare suppliers
Create two layers of acceptance: formal safety compliance and the brand's user-experience limits for frequently touched areas. Test normal recipes, maximum-duration modes and foreseeable installation clearances. Review the manual, icons, packaging and online copy against the final measured surface map.
Cost and launch consequences
Early limits guide handle construction, housing finish, warning placement and counter-clearance statements. They also create an end-of-line and change-control strategy. Field complaints should be coded by exact location and use condition so engineering can distinguish perception from a manufacturing shift.
Boundaries on the claim
Do not infer comfort from compliance or compliance from comfort. Marketing phrases such as 'cool housing' need a defined boundary, and legal interpretation must come from the responsible conformity route for the target market.
